In his opening speech, Assoc. Prof. Dr. Diep Thanh Tung, Vice Rector and Head of the Organizing Committee, emphasizes that building academic culture presents specific challenges. The university’s Party Committee and Board of Rectors prioritize this issue, devising long-term strategic plans and vigorously organizing activities to ensure the comprehensive development of students and create a distinctive cultural identity for the university, thereby fostering a learning society and contributing to the advancement of education.
The forum provides an invaluable opportunity for speakers to exchange experiences, share successful models, and introduce new initiatives to robustly promote the establishment of an academic culture that aligns with the nation’s cultural traditions while embracing global development trends and aspirations for a prosperous and thriving country.

Dr. Nguyen Thi Bach Van, Director of Tra Vinh Provincial Department of Education and Training, elaborates on the concept of “Happy Schools” and the development orientation of this model within Vietnam’s education system, particularly in Tra Vinh Province. She highlights the characteristics of a “Happy School” and the contemporary educational directions to create a conducive learning environment in the province.
According to Dr. Nguyen Thi Bach Van, “Happy Schools” are not merely a concept but a goal that the education sector strives toward. A happy school fosters students’ comprehensive intellectual, physical, and spiritual development while enabling them to realize their full potential.
Addressing the role of the Youth Union in building academic culture in Tra Vinh Province, Mr. Nguyen Thanh Nha, Standing Deputy Secretary of Tra Vinh Provincial Youth Union, asserts that academic culture represents the standard values shared between administrators and students, contributing to the holistic development of Vietnamese youth into exemplary citizens. The Provincial Youth Union consistently focuses on instilling patriotism, national pride, and revolutionary ideals in student members while providing an environment for them to develop, mature, and contribute to society.
In his presentation titled “Academic Culture Environment at Tra Vinh University – Orientation and Development,” Dr. Nguyen Tien Dung, former Vice Rector and Vice Chairman of the Advisory Council shares the core values and fundamental principles for building an academic culture environment aligned with the vision of a green and smart-university.
Dr. Nguyen Tien Dung emphasizes that with the motto “Providing Quality Learning Opportunities for the Community” and the four core values of “Dedication – Transparency – Friendliness – Creativity,” Tra Vinh University continuously strives to establish a conducive learning and training environment that fosters unity among faculty and students, contributing to the education of students’ awareness and life skills, while enhancing teaching and learning quality.
Concurrently, in the session “Promoting the Values of the Intangible Cultural Heritage of Don Ca Tai Tu (Amateur Singing) in the South – Creating a Distinctive Academic Culture Environment of the Southern Region,” Dr. Mai My Duyen, an expert researcher on the art of Don Ca Tai Tu in the South, along with artists, musicians, and the Coi Xua band, shed light on the origins and immense values of this Intangible Cultural Heritage, inspiring effectively integrating this art form into the educational environment.
On this occasion, Taiwan’s Tzu Chi Charitable Organization awards scholarships for the second semester of the 2023-2024 academic year from the non-project aid “Tuition Assistance for Tra Vinh University Students” funded by the Buddhist Compassion Relief Tzu-Chi organization. A total of 15 underprivileged students receive nearly VND 174 million in scholarships.
