Tra Vinh University: Affirming its position in education and training

TVU – Tra Vinh University has grown strongly in training quality and position. The School has also made important contributions to the cause of training quality human resources for the locality, the Mekong Delta, and the country.

Efforts to improve the quality of local and regional human resources

Located in the core region of the Southwest, inhabited by many Khmer ethnic people, and established in June 2006, Tra Vinh University has strived continuously, united to overcome difficulties, and promoted potential advantages. The School has also been supported by the ministries, central branches, localities, partners, and domestic and foreign businesses.

Implement the Resolution of the 11th Tra Vinh Provincial Party Congress and identify 6 key tasks and 3 breakthrough tasks. One of the 6 key tasks was:

“Focusing on training and improving the quality of human resources, especially human resources in the political system, science and technology human resources, and human resources in businesses to meet the requirements of innovation and international integration.” Simultaneously, the Congress Resolution emphasized building Tra Vinh University according to the model of advanced universities.

Recently, to implement the Congress Resolution and the consistent strategy for many years on human resource development of the provincial leaders, Tra Vinh University has implemented training and development of human resources locally through many diverse activities.

With the motto “Bringing quality learning opportunities to the community”, Tra Vinh University provides multi-disciplinary, multi-field, multi-level training programs, creating favorable conditions to access the learning environment and improving qualifications for local people, neighboring areas, and the country. Tra Vinh University has 2 member schools, a Pedagogical Practice School, more than 13 faculties and training institutes, and more than 20,000 students.

Currently, the School has 10 training majors at the doctoral level, 25 master’s degree majors, 5 level I specialties, 52 undergraduate majors, with more than 20,000 students and trainees from localities across the country at all levels and training systems.

Since 2013, the School has recruited and accepted Cambodian students to come and study. Many students have graduated and returned home to work in localities in Cambodia. Currently, the School has nearly 100 Cambodian students.

Associate Professor, Ph.D. Diep Thanh Tung, Vice-Rector of Tra Vinh University, worked with leaders of the Education Department, Health Department, and more than 20 Principals of High Schools of Svay Rieng province on career counseling at undergraduate and postgraduate levels.

Tra Vinh University is a school with application-oriented development. The School applied the educational model of North American countries to Vietnamese conditions, ensuring that students could learn in a dynamic, practice-oriented, and application-oriented. Develop training programs in cooperation with businesses. The training programs were designed, updated, and closely linked with businesses according to new trends and requirements in the industry today.

Promote educational quality accreditation according to international standards, helping learners have more opportunities to access world-class advanced education. Currently, the School has 15 training majors that met educational accreditation according to international standards, including 7 programs meeting FIBAA standards of Europe, 7 programs meeting AUN-QA standards of Southeast Asia, and 1 program that met US ABET standards. The School is continuing to implement accreditation for the remaining programs.

Strongly develop applied research activities, serving the community and creating start-ups. In recent times, the School has successfully implemented many applied research projects with high practical value, such as propagating coconut wax using embryo culture and tissue culture techniques, producing disease-free black tiger shrimp broodstock, and deploying IOT application projects in rice farming, and projects on preserving and promoting cultural values. Regarding innovation and entrepreneurship, Tra Vinh University is currently the chairman of the Innovation and Start-up Centers network at Universities and Colleges in the Mekong Delta. The School is also the chairman of the Mekong Delta Region’s Vietnam Logistics Human Resources Development Association. Tra Vinh University Hospital has just been recognized as meeting Grade II standards by the Provincial People’s Committee, providing quality medical examination and treatment for people. It is also a place for health science students to train, experiment, and research.

In 2020 – 2022, the School has implemented 216 projects, including 4 projects at national level, 2 projects at ministerial level, 19 at the provincial level, and 191 at the grassroots level. Among them, there were 48 projects led by students. In addition, the School also carried out technical consulting projects, technology transfer, and community support with 29 projects, published 829 articles, including 157 articles in international specialized journals under the ISI/Scopus list, 29 articles in other prestigious international specialized journals with independent reviews and 643 articles published in domestic journals with ISSN index.

Regarding intellectual property activities, in 2020 – 2022, the School prepared 9 intellectual property registration documents, including 3 utility solution registration documents (with a decision to accept a valid application), 1 application patent registration document (decision to accept a valid application), 1 industrial design registration document (pending review), and 4 copyright documents (copyright certificates have been granted).

On international cooperation, Tra Vinh University cooperated with more than 90 partners, institutes, and schools in countries across continents and territories in training, student exchange, exchange lecturers, volunteers, and implementing sponsored projects and applied research.

The School successfully implemented the project of compiling a bilingual dictionary Vietnamese – Khmer, Khmer – Vietnamese with 84,000 words, making an important contribution to the Vietnam – Cambodia friendship in training. Tra Vinh University is the 151st member of the Canadian Association of Community Colleges (CACC), currently the Association of Colleges and Institutes of Canada (CiCan).

In addition, the School met the quality accreditation standards of educational institutions according to the new criteria of the Ministry of Education and Training with 25 standards and 111 criteria, and 4 groups of the set of standards, including Strategic quality assurance, Systematic quality assurance; Quality assurance in terms of functional performance (training, scientific research, community service) and operational results.

The School has applied an effective quality management system, meeting ISO 9001-2000 standards since 2006, and has undergone ISO 9001-2008 and ISO 9001-2015 versions. Tra Vinh University has been in the Top 200 Green Universities for many consecutive years, with sustainable development and many contributions to society – ranked by UI Greenmetric World University Rankings.

In 2023, Tra Vinh University was ranked 43rd in the Top 100 schools with positive influence and contributions to society, entrepreneurship and innovation value, digital transformation and expanding cooperation and international student exchange (increasing 19 places compared to that of 2022; 28 places compared to 2021, and 43 places compared to 2020), on the WURI Ranking 2023.

Tra Vinh University has been honored to receive the Excellent Digital Transformation Award (VietNam Digital Awards – VDA) for two consecutive years. In 2022, Tra Vinh University received the Excellent Digital Transformation Award, specifically for 03 solutions: “Human resources and training management system; Soft skills training management system and supporting system for evaluating training program output standards to improve training quality.

Dr. Nguyen Minh Hoa, Rector of Tra Vinh University, received the award at the Vietnam Digital Awards 2022 event.

In 2023, the School was recognized with 03 solutions: Dispatch management and employee assignment supervision systems, integrating student dormitory management system into the shared system; Application, asset, financial, training, and human resource management systems on mobile devices; Management system for training lecturers and evaluating E-learning courses (CDS).

Unite to create an advanced university

Associate Professor, Ph.D. Pham Tiet Khanh, Chairman of the School Council of Tra Vinh University, said that the companionship and sharing from international partners, the business community, the efforts of generations of students, officials, teachers, experts, scientists, and all employees in the School have opened new doors, creating opportunities and inspiring the School’s sustainable development.

The School always received attention and support from the Ministry of Education and Training as well as other ministries, central branches, and localities. The direct and effective leadership of the Provincial Party Committee – People’s Committee of Tra Vinh province and the enthusiastic support of provincial departments, mass organizations, and local authorities.

In addition, the rapid development of Tra Vinh University was associated with the profound vision and expectations of generations of provincial leaders over time. Up to now, it can be said that there have been 3 strategic decisions associated with the provincial leaders: (1) forming the Vietnam – Canada community college project in 2001, (2) converting the model from college into a university in 2006, and (3) Resolution of the 11th Provincial Party Congress continued to determine the construction of Tra Vinh University following the model of advanced universities.

Assoc.Prof.Dr. Nguyen Minh Hoa, Rector of Tra Vinh University, shared that: “The advanced university model that is built by Tra Vinh University has 3 fundamental elements considered the foundation for all remaining elements, including (1) Policy, (2) Human resources, (3) Facilities. In particular, the policy element has only been initially completed, especially the legal framework for public higher education institutions that are implementing an autonomous mechanism. Therefore, higher education institutions, including Tra Vinh University, still struggled to find and access resources to develop the remaining factors (human resources, facilities).”

In the coming time, the School will continue to implement the Resolution of the 11th Tra Vinh Provincial Party Congress following the socio-economic development strategy of Tra Vinh province and the Mekong Delta region, focusing on development in several strategies:

Focus on building Tra Vinh University according to the advanced university model until the end of the congress term to shape the model, especially the organization of university administration. The next stage, from 2025 – 2030, focuses on investment, development, and gradually promoting the results of the advanced university model.

With a focus on the advanced university model, other characteristics of the university will have to be focused on and developed, including continuing to improve the quality of application-oriented training programs and collaborating with enterprises;

Strengthen scientific research towards application, technology transfer to the community, promote start-up activities, innovation, and community service, develop Tra Vinh University Hospital to serve the community, and at the same time, develop some in-depth expertise to have solutions to treat complex diseases for the people. Strengthen the expansion of international cooperation and promote the key national role in training on Southern Khmer language, culture, and arts, aiming to carry out diverse training tasks with neighboring countries such as Cambodia and Laos.

Although there are still many difficulties, the support of ministries and central branches, the attention and leadership of the Provincial Party Committee, People’s Committee and local departments, and the business community are the great motivation to encourage the School’s officials and lecturers to continue their efforts to build and develop Tra Vinh University to meet the requirements of quality human resource training for Tra Vinh province, the region, and the country.
