(TVU) – On the morning of October 4, the Tra Vinh University Council held its 16th meeting for the 2021-2026 term, chaired by Prof. Dr. Pham Tiet Khanh, Chairman of the University Council. The meeting approved several key points regarding Tra Vinh University’s development strategy.
The meeting was attended by Mr. Tran Hoan Kim, Chairman of the Advisory Council; Mr. Le Van Don, Mr. Pham Khai Trung, and Dr. Nguyen Tien Dung, Vice Chairmen of the Advisory Council; and Assoc. Prof. Dr. Nguyen Minh Hoa, Member of the Party Committee of Vinh Long Provincial People’s Committee, Party Secretary, Rector of Tra Vinh University; Dr. Thach Thi Dan, Assoc. Prof. Dr. Diep Thanh Tung and Dr. Phan Quoc Nghia, Vice Rectors of the University, and members of the University Council and Advisory Council.
In his opening speech, Prof. Dr. Pham Tiet Khanh, Chairman of the University Council, said: “In the coming time, the entire higher education system will reorganize colleges and universities, preparing to implement the new Law on Higher Education in conjunction with the implementation of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.” He also added: “Tra Vinh University is one of 23 universities nationwide that are autonomous in group 01 and continue to implement the process and procedures for converting to a University according to regulations.
At the meeting, the professional committees approved the report on the implementation of the University Council’s decisions and the report on the results of monitoring the implementation of the University Council’s resolutions and decisions following the 15th meeting.
According to the report, the University Council issued Resolutions and Decisions after the 15th meeting session, including: Resolution on the 15th session for the 2021-2026 term; Resolution on the policy of developing a Project to open a Psychology training major at the university level; Resolution on the policy of developing a Project to open distance learning at the university level; Resolution approving the financial report and final settlement report for 2024; Resolution on supplementing the list of investment and procurement plans for 2025; Resolution on approving the Project to arrange and reorganize units under Tra Vinh University; Resolution on approving the financial autonomy plan of Tra Vinh University for the period 2026-2030, etc.
Dr. Huynh Van Muoi Mot, Secretary of the School Council, approved the report on the implementation of the Decisions and the report on the results of monitoring the implementation of the Resolutions and Decisions of the School Council after the 15th meeting.
In addition, the School Council issued Decisions on approving the Regulations on organization and operation of the Legal Consulting Center under Tra Vinh University; Decision on changing the name of Tra Vinh Provincial Business Incubator to Vinh Long Provincial Business Incubator; Decision on approving the Regulations on organization and operation of Tra Vinh University Hospital; Decision on establishing the Upswing Children’s Skills Development Center; Decision on approving the Regulations on organization and operation of Vinh Long Provincial Business Incubator and Decisions on consolidation, merger, name adjustment, termination of duties, transfer, addition of functions and responsibilities, and appointment of positions in the Board of Directors of Tra Vinh University for the term 2021 – 2026.
The Board of Directors approved the reports on the approval of the Project for the use of public assets of Tra Vinh University and the report on the request for authorization to implement the Project for building the Center for Learning Resources and Academic Support at Tra Vinh University, in a modern direction.
In addition, the Board of Directors reported on the enrollment work in 2025; reported on the progress of the transfer of Dong Go Coconut Center (Giong Trom Commune, Vinh Long Province) to Tra Vinh University for management, and reported on the situation of facilities after the arrangement of specialized units to the School Council.
In the discussion and comments, the members of the School Council strongly agreed on the Project regarding the use of public assets at Tra Vinh University; the policy of building the Center for Learning Resources and Academic Support in a modern direction, with a digital transformation approach, in line with the Project to create an advanced university.
Based on the contributions of the Advisory Council, School Council members, and delegates, the members voted to agree on implementing various contents according to the proposal of the Board of Directors. At the same time, the professional departments and units continued to research, review, supplement, and complete processes and document systems in accordance with regulations.
Concluding the meeting, Prof. Dr. Pham Tiet Khanh highly appreciated the results of the meeting, acknowledged the contributions of the members, and at the same time requested the Board of Directors and professional departments to coordinate in researching, supplementing, and completing the contents contributed at the meeting to submit to the School Council for consideration and approval.
