Tra Vinh University holds 17th University Council meeting to shape strategic development for 2026-2030

On December 30, 2025, the University Council of Tra Vinh University organizes its 17th meeting for the 2021-2026 term. The meeting carries significant importance as it aims to review the University Council’s activities, consolidate strategic personnel matters in the new context, and agree on the University’s development direction for the 2026-2030 period.

Attending the meeting from the Advisory Council are Mr. Tran Hoan Kim, Chairman of the Advisory Council, and Vice Chairman of the Advisory Council. From the University Council, participants include Professor Dr. Pham Tiet Khanh, Chairman of the University Council, Mr. Le Thanh Binh, a Standing Member of the Provincial Party Committee and Vice Chairman of the Vietnam Fatherland Front Committee of Vinh Long Province, along with other members of the University Council. The Board of Management attendees include Associate Professor Dr. Nguyen Minh Hoa, Secretary of the Party Committee and Rector of the University, Vice Rectors of the University, and leaders of affiliated units.

In his opening remarks, Professor Dr. Pham Tiet Khanh, Chairman of the University Council, emphasizes the significance of the meeting in reviewing and comprehensively evaluating the University Council’s activities during the 2021-2026 term. He affirms the role of the University Council in university governance, ensuring strategic direction in the new phase and creating a foundation for the University’s sustainable development in the 2026-2030 period.

Associate Professor Dr. Nguyen Minh Hoa, Secretary of the Party Committee and Rector of Tra Vinh University, clarifies the necessity of establishing the TVU Strategic Development Council. He emphasizes the requirement to innovate the governance model, build a long-term vision, and formulate strategic directions suitable for the roadmap to transform Tra Vinh University into a multidisciplinary, multi-field university model, meeting development requirements in the new context.

During the meeting, the University Council hears reports on the implementation results of resolutions and conclusions from the 16th meeting and reports on supervision work during the past period. Based on this, University Council members discuss, provide opinions, and agree on many important matters related to the University’s organization, personnel, and development direction.

        

The University Council agrees on the establishment of the STARS Water Center under Tra Vinh University to strengthen research capacity, science and technology transfer, and serve the sustainable development of the region. To ensure stability and continuity in the University’s management and administration during the transition period, the University Council respectfully proposes that the Provincial Party Committee and the People’s Committee of Vinh Long Province consider and implement the transition process for the University’s current leadership and management team.

The resolutions, regulations, and documents issued by the University Council during the past term continue to apply until replaced or abolished by competent authorities, but not exceeding 12 months from January 1, 2026. The Council requests that the Rector direct the review and propose amendments or issue new internal regulations to comply with new legal provisions and the University’s management practices. The Council adjusts training targets and plans to closely follow Government Resolution No. 281/NQ-CP dated September 15, 2025, and Provincial Party Committee Program No. 06-CTr/TU dated November 20, 2025, on fundamental and comprehensive innovation in education and training. The University prioritizes developing key training disciplines and improving human resource quality to serve the socio-economic development of the province and the Mekong Delta region.

  

On this occasion, the meeting acknowledges and expresses gratitude for the contributions of the Advisory Council after more than 17 years of operation (since 2008). With its strategic advisory role, the Advisory Council has accompanied the University in achieving many outstanding results, such as developing from 11 undergraduate programs (in 2009) to nearly 50 undergraduate programs and 35 postgraduate programs, achieving international accreditation for 27 training programs (AUN-QA, FIBAA, ABET), and pioneering the implementation of the CO-OP training model with the participation of over 200 enterprises.

 

During the meeting, Tra Vinh University announced the decision to establish the Strategic Development Council to meet sustainable development requirements in the new context. Professor Dr. Pham Tiet Khanh receives an appointment as Chairman of the Strategic Council, with the mission to shape the long-term vision, advise on strategic directions, and contribute to enhancing the University’s position in the higher education system and international integration.

In his closing remarks, Professor Dr. Pham Tiet Khanh, Chairman of the University Council, highly appreciates the sense of responsibility, consensus, and intellectual contributions of the participating members. He affirms that the results achieved at the 17th meeting form an important foundation for Tra Vinh University to effectively implement tasks in 2026 and the subsequent period.
